The bustle was changed from its original structure - which was closer to the hoop skirt - to one that imitated the hotentot's shape EXACTLY. As for the sexual mores of Victorians...I'll say one thing: repression creates fetish. And Victorian England was one of the most repressed places on the planet in any era.
