I'm so curious about the "rolled" hems at the bottom of so many of these Regency dresses. Was that to weigh the dress down? It's so common, I have to believe there's some function behind the form.

I think it’s mostly for decoration and was just considered fashionable. I don’t see why the dresses would need to be weighted down, especially since heavier fabrics were being used than the previous decade’s gauzy fabrics.
