I once read a trashy Regency romance in which the heroine's naughty-minded best friend intentionally dampened her muslin dress so it became essentially transparent, It sure did bring all the boys to the yard, but it also was quite nearly her social ruin. And thus I can vouch for the practice of dress-dampening. :)

It happened! However that was more 1800s- first half of the 1810s when sheer fabric was the thing. By the second half of the 1810s and the 1820s, opaque fabrics were back in.
